Below are recommendations that have been researched by the OEF PAC for your consideration. Please read this BEFOREyou go to the polls on Tuesday, Nov. 2, 2010. If you are voting early, use this list from your computer or print it out for your convenience. Share with your home school friends around the state.

Local:
Concerning Replacement Levies - If you have read the article on this home school web site on Replacement Levies, you know it's a bad idea. Government entities rarely live within their means. Of all the taxpayers I've spoken with, they are tired of getting taxed and living in the state with the highest tax rates. Maybe on a local level, taxpayers can tell someone this is not the right approach.
Also, typically, OEF has recommended against local school levies, primarily because home educators pay for their own childrens' education and no one helps subsidize it. Thus, home educators are being taxed twice. Why should home educators not pay for what they use? Some have reasoned it helps their property value, and in a logical way, that is possible.
What's a mill? One-tenth of 1 percent of the tax value of a property.
What's Tax Value? 35 percent of the market value set by Stark County Auditor's appraisals.
What's a Levy? It's a tax on property that voters must approve.
What are the different kinds of levies?
Renewal: This is an extension of an existing levy that costs taxpayers nothing in addition to what is already being collected.
Replacement: This entirely replaces an existing levy and passage usually encourages government not to live within its means. A well-documented article about replacement levies is published here.
Additional: This is a new levy.
What's the difference between an Operating Levy and a Bond Issue? Bond issues are attached to buildings. Operating Levies are attached to salaries, textbooks, firetrucks, and other materials and supplies.
